Here is a Oxsemi 911 based Icecube with a Maxtor G120J6:

under kernel.org's 2.6.2-rc2, preemptible -
 Timing buffer-cache reads: 948 MB in 2.00 seconds = 473.84 MB/sec
 Timing buffered disk reads: 70 MB in 3.03 seconds = 23.12 MB/sec

under Mandrake's 2.4.22-21mdk -
 Timing buffer-cache reads: 892 MB in 2.00 seconds = 446.00 MB/sec
 Timing buffered disk reads: 64 MB in 3.07 seconds = 20.85 MB/sec

under Mandrake's 2.4.22-21mm.1mdk, preemptible -
 Timing buffer-cache reads: 984 MB in 2.00 seconds = 492.00 MB/sec
 Timing buffered disk reads: 64 MB in 3.07 seconds = 20.85 MB/sec

(This are only one-offs, normally I would average multiple
samples.)

Can't answer that. I have just a LSI based Teac 16/10/40x CD-RW
which of course burns constantly at its maximum speed. 16x =
2400KB/s, far below the limits of the bus and the Linux stack.
It puzzles me as well as you why you can't get the 5540KB/s for
4x DVD writing.
