Actually you need a PHY that provides either an old S400 6-pin
connector, or a PHY that has a bilingual 9-pin port to wich you
connect a 9-pin/6-pin or 9-pin/4-pin cable (= bilingual cable).
Not all 9-pin ports are bilingual. (Those which are not bilingual
are called Beta ports. It is physically impossible to plug a
bilingual cable into a Beta port, but you can plug a
9-pin/9-pin Beta cable into a bilingual port.)

I guess the PHYs of all S800 OHCI cards that are available now
provide bilingual ports. Many of these cards come also with a
6-pin port. Anyway, the product information of the card should
indicate that it is also S100...S400 capable.

Most if not all of the available S800 disk drives provide also an
S400 6-pin port.
