The "bilingual ports" can be used with 9pin--6pin or 9pin--4pin cables
(that let you connect 1394(a) equipment) as well as with any 1394b
equipment.

The wording "bilingual" is defined in the 1394b amendment. The 9pin
sockets are formed in a way that 9pin--6/4pin cables only fit into the
bilingual variant of the 9pin sockets. 9pin--9pin cables fit into any
9pin socket. AFAIU, PHYs that provide bilingual ports must impement the
so-called border node functionality that translate between 1394(a) and
1394b-"beta mode" signalling/ bus arbitration/ bus configuration.

A card with 3 bilingual ports is thus more flexible than a card with 2
bilingual (or even 2 monolingual) 9pin ports and 1 6pin port. The only
advantage of a card with a 6pin port is that you don't need to shop for
a 9pin--6/4pin cable in order to re-use 1394(a) equipment.
