So there is an Oxford OXFW911 link layer chip and a Realtek RTL8801 phy
layer chip on this board.
The board manufacturer might have produced a buggy board design or
provided buggy firmware. I don't know though whether firmware (which
resides on the link chip) actually influences the status signal from
link to phy or whether this is solely done in hardware. --- Does someone
know this?

You could try to upload new firmware to the OXFW911. For example,
FireWire Depot (fwdepot.com) have firmware and upload utility for
Windows and Mac on their site.
If this does not help or you cannot or do not want to upload firmware,
modify nodemgr.c of linux/drivers/ieee1394. Have a look at the links I
posted earlier in this thread. nodemgr_node_scan() in kernel 2.6 or
nodemgr_node_probe() in kernel 2.4 needs to be modified.
If you need assistence with this modification, tell me the kernel
version and drivers revision you currently use. (I already saw sbp2 rev
1219 and eth1394 rev 1224 in your log.)
