I don't know of such an application. However you should know what you
really want to monitor:
  - how much bandwidth and which channels are _allocated_ (simply read
    the according registers of the IRM), or
  - how much bandwidth and which channels are actually _used_. (I guess
    you have to listen to all channels.)
Allocation is voluntary, therefore it is not only possible that less
resources are used than are allocated but also that _more_ is used than
allocated (a situation which would go against the spec but is
technically possible).
